Job Description:

The city of Las Vegas is accepting applications for Grant Administrator. This position performs high-level professional work related to grant seeking, grant administration, and coordinating grant management activities across all departments for the City of Las Vegas; Serves as the primary liaison between the Office of Philanthropic Initiatives and other City departments regarding City-wide grant activity;

Responsibilities:

  • Provide technical assistance and training to departments in grant writing, preparation, and management; develop and implement administrative procedures and controls for grant application process; Facilitate interdepartmental coordination and communication on multi-departmental grant projects to ensure that grants are processed and administered in a timely manner and according to grant requirements
  • Serves as liaison for the City of Las Vegas with other City or State employees in Nevada, overseeing grant activity.
  • Oversees the City of Las Vegas application and disbursement process for the Mayor’s Fund; ensures all applications and proposals meet the established qualification criteria, City department applicants follow the internal process and provide appropriate supporting documentation; works with the Mayor’s Fund fiscal agent to approve all financial distributions prior to being made.
  • Organizes and conducts regular information sessions and other educational/engagement programs on the Mayor’s Fund application and funding process; provides technical assistance to City staff as needed.
  • Creates and manages a tracking system for all City-wide grant and funding activity (private, state, and federal; internal and external) to ensure proper coordination between all impacted departments: funding proposals, grant applications, grant awards, status reports, distribution requests and outcome statistics; provides regular updates to the
  • Philanthropic Initiatives Manager.
  • Monitors Mayor’s Fund disbursements to ensure the funding is being used as outlined in the initial proposal and approved funding agreement; reviews City department funding status reports and expenditures for discrepancies; captures and organizes program outcome statistics from City departments; conducts City program site visits as needed.
  • Manages all relationships and communications with other City departments to ensure the Office of Philanthropic Initiatives is aware of all grant activity City-wide; ensures all grant activity aligns with City strategic priorities; evaluates all funding proposals to determine if any are best directed to the Mayor’s Fund versus applying to outside funding sources; collaborates with other departments to make unified and strategic grant requests to local or national funders.
  • Propose and draft changes to the Grant Management Policy Procedure as needed.
  • Researches and coordinates the identification of grant opportunities (federal, state, private and other sources) to support City initiatives; works with other City departments on the feasibility of applying for available grant funds, and coordinates any support needed to secure identified grants.
  • Supports the Philanthropic Initiatives Manager to develop and implement strategies to promote the Mayor’s Fund goals and objectives with internal and external stakeholders.
  • Annually reviews City-wide grant policies and procedures associated with grants and grant management and makes recommendations for improvement as needed; ensures the proper administration, compliance and training of all employees involved in grants administration throughout the City.
  • Coordinates with the Finance Department on compliance training issues and oversees the City-wide grant review process.
  • Monitors related grantmaking approaches, pertinent issues, and trends; reviews relevant publications and attends conferences, meetings, City-organized trainings, or other events as needed.
  • Understand City-wide priorities and department needs; stays informed on community issues affecting the City of Las Vegas.
  • Perform work related to grant seeking, grant administration, and coordinating grant management activities on a Citywide basis. Grant seeking and grant administration activities may include any or all of the following: research and identify grant funding opportunities and grant funding needs; research and develop grant-funding sources – federal, state, private, and other sources;
  • Works with the Donor Data Coordinator to review and reconcile all financial transactions, expenditures, and identifies and reports potential financial overruns, applicable laws, rules, and regulations at an early stage.

Requirements:

  • Advanced knowledge of common office computer hardware and software, including database, spreadsheets, word processing and email.
  • Principles and practices of contract administration as it applies to grant funding.
  • Budget development and administration.
  • Accounting and auditing principles relating to grants administration.
  • Federal grant related regulations.
  • Methods of research, analysis, and report preparation.
  • Federal, state, local and private grant and funding sources.
  • Pertinent federal, state, and local laws, codes, regulations.
  • Demonstrated knowledge of principles, practices and procedures of grant program funding and implementation.
  • English usage, writing, spelling, grammar, and punctuation.
  • Membership and/or credentialing with American Association of Grant Professionals (AAGP), American Grant Writers’ Association, Grant Professionals Certification Institute,
  • Association of Fundraising Professionals (AFP) or other pertinent professional organization is desirable.
  • The functions of the various city departments to facilitate grant sourcing.
  • Techniques for interacting with a wide variety of public and private officials, business owners and the public.
  • A minimum of three years relevant foundation, nonprofit, grantmaking or writing experience. Previous municipal government experience is preferred but not required.
  • A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
  • Bachelor’s degree from an accredited college or university with a major in communications, English, public administration, nonprofit management, policy, grant writing or a field related to the essential functions.
